What's the best way to melt chocolate?

Me and mum are making millionaire shortbread but are finding it hard to melt the chocolate. We tried putting it in the microwave and it didn't work, we tried puttin it in a bowl over steaming water, that didn't work. Any other suggestions? thanks x
