Is it normal for a female betta to flare back at the male?

They definitely do that; all of my females have flared, some more than others. If they haven't spawned yet I would probably separate them and try again. If you want to put her down there in a protected manner temporarily, you can lower her in in a small vase so that they can see each other but with a barrier.
