Dick Cepek DC-2's on Silverado 1500 help?

I have a few questions about this i have a 1996 single cab Silverado 1500 8 Cylinder and i know my wheels are 16" diameter stock so if i got 18" Dick Cepek DC-2 wheels am i gonna have to get a lift on my truck to get em to fit. Then my last question is what tires would someone recommend puttin on the 16 or 18" either one just some suggestions or good websites please and thanks
